Learn More. See All eBooks. Eventually this will no longer be sustainable and quality researchers will no longer pursue postdoc training. The outlook for new faculty positions looks worse, not better in the years to come which will further exacerbate this problem.
The NIH recognizes these problems but refuses to do anything meaningful about it. Increasing NRSA levels by a few hundred or a few thousand dollars every few years is not a solution. Dramatic changes need to come from the NIH to correct this problem. Some of the ideas in the biomedical workforce report were interesting, but the NIH needs to actually bite the bullet and enforce these potential policy changes instead of merely encouraging or suggesting institutes and universities do them themselves.
I assumed that word would get out, but apparently it has not. Heck, the NIH director and deputy director made the outrageous statement in a recent blog that there is no evidence that PhD production is exceeding demand.

Loading Comments The fraction of full-time PhDs in top institutions compared with the rest sheds some more light. This is expected because top research universities rely on dedicated full-time PhD students and dedicated post-docs in some advanced countries. It is quite likely that most of these part-time PhD candidates are those who were already faculty in some university or college, and they are enrolling for PhD in a local university, or in the affiliating university, just to get the PhD tag.
While the top institutions will not suffer as they have good selection processes in place for recruiting quality faculty and are able to evaluate the quality of work done by a PhD scholar, this is not the case in many universities and colleges, where mere possession of a PhD may be a ticket to a faculty position.
To ensure that the quality of PhDs keeps improving, it is essential that the bulk of the PhDs come from research universities. And if the set of research universities keeps expanding with time, then there will be no strong need to expand the PhD program for lower-tier universities — they can continue having a modest PhD program to support their education mission.
In fact, having a reduced expectation of PhD production in these institutions may also improve their quality. The new national education policy NEP of India envisages that the PhD program in the research universities will be expanded considerably and will produce most of the PhDs in the country. Finally, a small point about PhD scholars from Industry.
In India, the tradition of industry researchers doing part-time PhD is not quite prevalent, and generally only a small number of such PhD scholars are present. Other corporations have no incentive to send their employees for PhD. In most situations, companies and candidates prefer doing PhD in a top research university to get the maximum benefit. Top institutions, particularly in engineering, also encourage such candidates because they bring in a good industry perspective and possible linkages.
